Files in queue but not downloading - win 7

OS: Win 7
Install-type: Windows Installer
Skin (if applicable): None
Firewall Software: None
Are you using IPV6? (no)
Is the issue reproducible? (yes)

Got a problem here ... I've got files in the queue waiting to be downloaded but they simply won't start until I 'Force' them to.

Only Get Articles for Top of Queue is not checked

I haven't got any scheduling in place.

Was working just fine until earlier this week ... anyone know what I'm doing wrong?
