Rapidly flashing "Speed limit" and "Pause for:" Queue page

Hi,

First let me say I've been a user of sabnzbd for years now with no issues. Now it seems I've run into something a bit strange with 0.7.16 and 0.7.17 versions. I cleared an "Encrypted" download that was paused and this issue started. This only happens on the queue page. The page looks to be being updated at a very rapid rate with the "Speed limit" and "Paused for" boxes have something that looks like "sbadm" written in them. Also the the Start/Stop button is flashing between Start and Stop (probably from the page being refreshed so rapidly. The page is being refreshed so fast though the boxes are hard to read. The odd thing is that this stops when I add something to the queue. If something is in the queue and being downloaded, the page is normal. So everything else seems to be working fine. Since this has started this condition has lasted through numerous restarts/system reboots and an update to 0.7.17.

So has anyone else seen this? Is there an error condition that needs to be cleared somehow? I'm not sure what to try next so any ideas are welcome.
