[0.4.2] Bug with script handling with accented characters

Hi there!!! Firts of all thanks to all who contibute to sabnzbd, I love this program!

So I think I found a bug about how Sabnzbd handle accented characters, for exemple in a post-precessing script:

On a Windows Machine
My directory is :  D:
\Vidéos\ etc....
I made some script, using "%1" command, to move and rename file but if there is a accented character in a directory, script fail.
If a change the directory to D:\Videos\, script works....

I know some people will tell me to just use D:\Videos\ folder instead of D:\Vidéos\, but the name of the folder is "hardcoded" in Hp Mediasmart server.

This looks like a valid bug and I will look into it further. Thanks for reporting it.
