Yup exactly the same thing here.
I was on SSL 443 - tried the 563 port and it was the same.
Are virgin media now throttling the SSL ports as well?
I was getting around 11mb now down to around 450kb.

SABnzbd 0.4.4 not serving HTTP on Synology NAS
I have installed SABnzbd on a Synology DS-207. Managed to get everything installed.
