I had already upgraded, but got it solved by changing the local IP address in the settings from 127.0.0.1 to 0.0.0.0.

I finally got it installed by removing it from the StartUp programs and restarted Windows, so it hadn't been started in anyway before upgrading. This help. Thanks for you input and support.
