Well, it's a download application, so it's nog surprising that it wants to access the internet, right?
If you want to be able to download things while in wifi, you will need the second option.

I think you have disabled "Post Process only verified jobs" in Config Switches.
Normally SAB would not just allow broken files.
Please re-install SABnzbd with default settings: https://sabnzbd.org/wiki/faq#freshstart
And really only setup the server & download folder and nothing else.

No automatic updates, so there's no real drawback against using the normal installer. It will greatly lower the CPU load on your device due to the new Sabyenc.

Yep! And they should be in the same place.
Probably just good to keep the whole directory (not just admin):
~/Library/Application Support/SABnzbd

In the new 2.3.7 that I just released it will no longer freeze up and will display a warning if it can't kill unrar, for these special situations.
Maybe if we get enough users with this problem we can find out the exact cause.

Yes, you should copy the whole SABnzbd settings/admin folder (https://sabnzbd.org/wiki/advanced/directory-setup)
And then also copy the whole Incomplete Folder.
But make sure that all your paths stay exactly the same! It will expect all the directories to be where it was before.

Strange.
Is there also no error in the main window with a notification why it can't save?
What kind of system is it? Linux/Windows?
Do you know where your sabnzbd.ini file is?

Seems so. It's a problem in Unrar together with this filesystem that we can't get it out of this state.
At least now I've build a warning when it happens.
