Ok feeling silly now as I used to work for an ISP and I always find it funny how people confuse MB/s and Mb/s....
Sorted. I had it right before I started trying to apply schedules and got in a middle.

If I use the slider to reduce speed or try to add a schedule it has no effect and it constantly runs at 100%. Even if I go to General/Tuning and set linespeed at 10MB/s or lower (I get around 20MB/s) or Percentage of line speed to be less than 100 it still runs at full speed, which nukes everything ...
