I did have Check Before Download turned on. I turned it off and tried downloading a couple of jobs. One worked properly and one said failed even though it had properly downloaded all the parts. Download is moved from Queue to History and indicates Repair is needed, but is is fine. I am able to unpack successfully. Thanks for the quick response. This solved my problem.
Regarding the possible bug, I was wrong. If SAB is paused, new jobs will not start downloading with the exception of the internally generated TEST job

In previous versions of Sabnzbd I was able to make a change to some switch to cause all new Queue items to show up in a paused state even though Sabnzbd was set to no-pause.
