These are not in the ini because people can access sabnzbd from different devices. So for example on your desktop you want one style, on the phone screen another one. If that's the case, people can disable it if they don't like it on their phones, can't they? Having it enabled seems to look better ...

Since Glitter is the default UI, would it be possible to incorporate these settings into the ini file?

It would be nice to have the ability to permanently set the 'Compact layout,' and 'tabbed layout' options.
