The completed download folder is on a mounted NAS share, the temp folder is on a local SSD. Could it be the NAS share is preventing the write?

To follow up, I got it working by adding dir_mode=777 to the mount command.

Solved. It turns out that the Win 10 box was accessing the NAS shares using cached credentials. I used explorer to browse to the shares in Windows.
