It looks like your QNAP cannot translate server names to IP addresses. So you either try to fix the QNAP or use the numeric IP address for Astra: 193.202.122.125:8080 This is strange.... I have the same setup (QNAP TS119) and have the same problem.... However, unsure if your answer is entirely corr...

SABnzbd 0.4.11 doesn't work properly with Python 2.6. You need to use either 2.4 or 2.5. There will be no Python 2.6 compatibility until 0.5.0 is released. Stopping altogether is not possible. Once a par2 or unrar run, it's not possible to stop them. Just schedule a program exit and have a cronjob to start it up again.
