It should look for "par2" in the path. Are you sure Sab is started with a path in which that's available?
And does the Sab user have permissions to access and execute it?

Unfortunately I'm not sure what it could be then..
While the download is going on, what values doe you see on the Article cache on the Status window?
It shows a live view of how much memory it's actually using.

It seems your CPU cannot keep up with the download speed. What speeds are we talking about?
Try lowering the number of connections, to about 10 per server.
Making sure you have set 400M or more for Article Cache.
And then in the Status and Interface settings window, do a Test Download of 1000MB.

Can you send the raw logs to [email protected]? No editing needed.
It will also include a copy of your settings so I can see what's up with the deleting. But nothing changed there really so it shouldn't be new behavior.

The version of Python/OpenSSL is too old.
Pushbullet seems to only support TLSv1.2+, while your Python/OpenSSL doesn't.

That is why all the shortcuts are messed up, because you did not use the installer. You have placed it in a custom location, maybe even left it inside the archive.

Please install using the Windows Installer :)

How did you install exactly? Seems you didn't use the regular installer, maybe you used the Standalone version?

Maybe it's in the docker command line?

Is it installed in C:\Program Files\SABnzbd?
If you open Start Menu and start typing SABnzbd, will it find it?

You can change the SABnzbd API key in Sonarr, make sure to edit it in Download clients and not Sonar's own API-key :)
