I DL'd the EXACT same files 3 different times and came up with 3 different outcomes. I think you posted the wrong logs or are misreading them, for example in Attempt 2 there's nothing about GoT requiring a password. Maybe repost the logs and remove all the stuff about Fear The Walking Dead, Hunger ...

Try splitting your connections with their EU server as well. Or add a secondary primary provider.
Also, you could look at Giganews which has a Hong Kong server for Asian customers. You'll have to ask them about it directly, because they don't publicly offer it.

Just a thought: lower your max speed and lower your max connections. I'm not sure if there's a way to intentionally slow down par2 and unrar, maybe by disabling multi-core in par2cmdline.

Could it be just the same release name but really different content inside or probably a re-uploaded NZB? Totally possible... some things are uploaded 10-20+ times. I mean if it's the same exact release, why would it fail during the first and second tries and complete it on the third? Propagation?

Maybe just Force Disconnect after a certain time period to reset it? That's what I do manually anyway when I get the problem.

I find doing a Force Disconnect usually fixes downloads that are stuck at 99%.

I went ahead and added \incomplete\* to my exclusion list for both Avast and Everything Search. I'll let it run like this for a few days and report back if it helps alleviate the issue. In case you haven't already tried this:
Right-click on an NZB -> go to Open With -> then Choose Default Program -> make sure "always use the specified program to open this kind of file" is checked -> select SABnzbd or Browse to the exe in Program Files -> click Okay
