Looking up this message it seems to have to do something with an TLS problem.
We just use the build-in SSL provider from Python, nothing special really and nothing has changed between versions.
So I think it's something with Pushbullet's API certificate, but I can't tell you what exactly..

So you download them using SAB, which says it can't repair, but then when you run Quickpar it is able to repair the same files anyway?

I don't know about overwriting, but indeed DCMA is why you're seeing all these failures. Especially movies get uploaded not too often (unlike popular TV shows) and get taken down super quickly. Posting is less popular than downloading..
And there's many scripts and I believe some programs for Windows available that you just have to tell a directory with a video and they will do all the rar/par2/obfuscation/upload work.
