I still don't understand where the froze / time-out happens.

Anyway: next time you have this problem, make sure to make a screenshot.

which connection is timed out? In your webbrowser, or the newsserver connection, or ... ?
Why can't you restart SABnzbd?
Why are you running such an old SABnzbd version (0.5.0)?
Can you post a screenshot of the time out?

The problem is the location of the (hidden) directory: /usr/bin is a place for binaries (=programs), not for data (even not pr0n), so probably SAB / you don't have write-rights there.

So, if you want to solve this, choose a normal directory where you / SAB has writing rights.

It turned out I had /usr/local/bin/rar which it defaulted to rather than /usr/bin/unrar (strange when /local/ comes afterwards in $PATH. Removed it, and all good :-)
