You can only reach it through SSH:
/volume1/@appdata/sabnzbd/sabnzbd.ini
You cannot change the port on DSM, this is a limitation of Synology. Not much we can do about it.

If you run in Docker, you can just change the port map from the Docker command line. I know for sure that linuxserver.io image and the hotio ones have that option. You can just map the internal 8080 to external 8081 for example.

Please update to 4.2.2. We have fixes in there that might be relavant for this if the problem persist after the update, we should investigate further.

You can use it, you'll just have to either get real certificates or deal with self signed certificates. There's plenty of information on Google how to do this.
