Yes, queue-items take a bit of memory but with large queues (200+) this starts to add up.

Have you tried a different NZB? Is it really a ".nzb" file? And if you add it manually/directly to SAB, does it work?
It's a strange problem.. If it was broken in the code, I would expect many people reporting problems.
Not sure at the moment how to debug it.

Go in Config > Folders and use the "Browse" next to the Watched Folder to browse to the folder you are downloading the NZB's to. Maybe go up/down the folders a bit to make sure it's correct.
Then enable Advanced Settings and check "Watched Folder Scan Speed", what is it set to?

It should never be in those locations. SABnzbd will use the base-location of where it is started, since you used NSSM that set the base-location to the System32 folder. And maybe double check if the Watched folder is readable for SABnzbd. You can also enable +Debug logging in the Status and Interface settings window and then in the main menu (the hamburger icon) click 'Scan watched folder now'. Does it add downloads then? Since you run it locally, you don't need a username and password really. Since no one can access it but you on your pc.
