Queue Repair

New install (coming from 2.??)
centos 7 latest
Sab version 3.0.0
Queue Repair - I did a couple of the 100MB and 1000MB downloads, and they completed successfully...but now if i hit queue repair, it does everyone one of them over again.
I've cleared queue...what am I doing wrong?
