"Stage Download" statistics when extra blocks needed (0.4.0 beta 2)

When extra blocks are needed when verifying, the download speed and time statistics get modified as if downloading went on continuously until after these extra blocks had been downloaded. This has a major influence on the statistics, since these extra blocks add very little data but alot of time, effectively lowering the download speed statistic very significantly.

And after fetching those extra blocks, time has increased, speed decreased...

The current way of calculating the download statistics is pretty basic at the moment and could do with a bit of work before the final is released. For example it doesn't get paused when the queue is paused or during times where SABnzbd is shut-down.

I'll try and implement a better way of tracking it,with a more accurate average download speed too.
