I've got a fresh install of Sabnzbd on Debian 9.0 (and have tried reinstalling mutliple times) and each time I get the same result.
I install it, configure the newsgroup provider (which I know is OK) and attempt to add a file to download and it just sits there. I do not get any errors in the logs, it just sits at 0% as seen below;
I have tried the host with and without SSL. I have also tried the newsgroup provider with/without SSL too and different ports.
This is all I get from the console view;

What do you get if you click on "Test Server" in Config -> Server -> Show Details?

I get "Connection Successful!" whether I use SSL or not and on different ports that are available. All are OK.

Did you select maybe Categories for each server? Only Default should be selected for each Server.
Also: update to SABnzbd 2.1.0 via the PPA.

I do not have any categories selected. I'll attempt an upgrade and see if that helps things... will report back!
Edit;
That solved it, how strange.
