I cannot seem to find a definitive answer to this but in Ubuntu via SSH, what would be the preferred way to roll back a version. I'm running 2.3.3Beta1 [ee0358c] and I would like to go back to the stable version.

Did you experience a bug?

You should switch to the stable-release branch:

I'm not sure... I have acquired a new server in a datacenter with a 1Gbps connection. But I can only get anywhere from 3 to 20MB/s.

Try NZbget. If you also get slow speeds there, it's something with your config or servers.
