Hello!
So I'm kind of new to FreeNAS and Sabnzb in a Linux environment. I currently have Sabnzbd running as a service in Freenas. I'm trying to find instructions on how to install the mult-core Par2 package inside of the Sabnzbd jail. Any help would be greatly appreciated.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

to clarify, freenas is based on freebsd not Linux.
are you using the freenas plugin? if so it already includes the multicore version of par2. I believe to enable multicore par2 processing you have to set 'Extra PAR2 Parameters' to "-t+" under sabnzbd's Config > Switches tab.
