Re: 99.99%
Do you have multiple servers?
Re: 99.99%
newshosting = pirority 0 primary account
tweaknews = priority 1 backup block account
tweaknews = priority 1 backup block account
Re: 99.99%
When this happens to me (which is often) I can usually solve it by clicking Force Disconnect in Status -> Connections. See the top of your third screen shot for the button I'm describing.
Re: 99.99%
Yeah done the force disconnect and restart dance a couple times.
Though building on @shypike's "do you have multiple servers" i disabled my backup server and restarted - magically all the stuck jobs started processing.
Is this a known bug with multiple servers? even when they have different priority?

Re: 99.99%
The issue can surface when one server keeps timing out on the.same missing article.
Suppose there are 10 articles missing and the timeout is 60. It will then take 3*60•10 = 30 minutes
to get past those articles.
Could also be a bug, but so far an elusive one.

Re: 99.99%
Is there any way to enable more even more thorough debugging than +Debug to try and help track it down?
