Different behaviour/mode?

Don't know if this is a feature, or even if it's changed, but I have my SABnzbd setup to have new jobs start in "Paused" mode
(under Config->Categories, "Default" category has priority "Paused".

This works fine for NZBs dropped into my watched/monitored folder,
but if I manually drag and drop an NZB file onto SABnzbd in the IE browser, the job automatically starts downloading IMMEDIATELY.

Shouldn't these 2 behaviours match, or if not, is there a way to make the drag-and-drop behave the same way, so that new jobs dragged this way will also be paused?

Using SABnzbd 2.3.0 on Win 10 x64 Home

Could you try 2.3.1RC2 (from our Downloads page) and see if it works as expected there?

And to be sure: for all other categories you have no Priority setup, just Default?
