Running SABnzbd 2.3.9 [03c10dc]. No downloads are possible, I receive the title error upon taking any download action. Directories are on a network drive that is mapped by SYSTEM on startup. Other programs like Radarr and Sonarr have no trouble with access. Running SABnzbd in Admin does not resolve issue. Running SABnzbd as SYSTEM starts program, but web interface is entirely inaccessible. Can't use UNC (e.g. \\SERVER\...) paths in SABnzbd, throws an error regarding them. Unsure what to do.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.
We will probably ask you to do a test using only basic settings. - Do you experience problems during repair or unpacking?
Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

Windows rights issue.
Back to basics:
On Windows, open a CMD terminal
make sure you see the M:\In Progress\Incomplete
make sure you can create a file / directory in M:\In Progress\Incomplete
then start SABnzbd, and let it download
Does that work?
Then the problem is in the Windows Service
Oh: SABnzbd cannot handle UNCs. And AFAIK it must be a mapped network drive, as M:\In Progress\Incomplete suggests

No the opposite. You need to use UNC paths!
