I would like to download only between 0300 - 0600 hours. What is the best way to do this?
I have tried manually pausing and scheduling to resume but that doesn't seem to work.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

Thanks for the reply.
As I had the queue manually paused, I set up scheduling to resume at 0305 and pause at 0555 (satellite ISP). But the queue did not resume. If that method should work, I will attempt again and see if it works. I appreciate the advice.

It should work. Maybe you can already enable +Debug logging in the Status and Interface settings window.
