I see where i can move up or down each post, But What If I want to move individual files within a collection up or down?

You cannot.
It goes against the idea of SABnzbd.
The goal is automated hands-free downloading (at leaat as much as possible).

What about when I want to extract a partially downloaded video file and watch it as it's downloading? This takes away that entire capability for me if for some reason sabnzbd decides to not download the .rar first.

Also it seems like every time I try to extract a partially downloaded movie, instead of winrar just erroring on seeking the next part, which allows me to play up until then with vlc, winrar speaks of corruption.

maybe i'm just not use to this yet

Click on the name of the collection and you are taken to a page listing the contents of an nzb. Here you can select specific files and (in a not so user friendly manner) move them around, such as selecting an item and moving it to the top.

The .rar file should be the first file as it is the first one that needs to be downloaded before any extracting to take place (.r00 is the second archive in the set).

Newsgroups are not a very reliable streaming platform (hey, they aren't even suppost to be able to host binary content (files) on it) and due to the way usenet works there are often missing parts of a download that need to be repaired by .par2 files. This repair can only take place at the end of a download however once the maximum amount of data has been downloaded for that job.

thanks I'll fool around with it some more.

I understand how newsgroups work and have been using them to reliably stream content for about 5 years. With a good provider and recent files there are very few that don't complete or become corrupt. Most of the time that can be fixed by just redownloading the particular part and in few case i have to wait to repair the whole thing.
