SABnzbd kernel security check failure [Windows]

Every time I launch SABNZBD I get an almost immediate BSDO with a "kernel security check failure" error.
This is on an almost new system, with a fresh installation of Server 2019 Datacenter Edition
have followed all the online suggestions for fixing the issue but there are no unsigned drivers and sfc /scannow finds nothing and a full system memory check finds not memory errors
It's very easy to reperoduce all I need to do is launch SABNZBD and the system will BSOD a few seconds later, as soon as I stopped SABNZBD from launching the system has been stable since
