Bug - Windows Installation deletes the /scripts folder content

Bug - Windows Installation deletes the /scripts folder content

Since SABnzbd v3.0.x after an installation in old folder, or upgrade in the existing folder,
the folder /scripts and its contents gets deleted.
Not sure if this intended, sure feels like a bug to me. Never happened before.
Luckily I had a backup of my scripts folder saved...

It was specifically done for 3.0 because the scripts now need to be Python 3.
In general the "scripts" folder is inside the the program-folder, not the user-data folder and
So users should not use it as their "Scripts Folder" in SABnzbd.
On other platforms (Linux/macOS) this is the same, the data in the program-folder could just be deleted at any time.
