PAUSED status prevents idle/sleep

Hey guys

This might be a bit on the nitpicky side, but I figured I'd report it and let you decide whether its something
to be fixed. What I've observed is in the case of a duplicate that has been paused by sabnzbd, this will
prevent idling to sleep. I believe this also happens with a single item in the queue when the queue is paused, but don't quote me on that case.

Latest (0.6.14) if I didn't say so above, on Windows 7.

In Windows, SABnzbd sends keep-awake messages as long as the queue is not empty.
So, having paused items while in active mode would qualify too.
This is an unfortunate side-effect of the way things are implemented.
Good observation, I'll see if that can be fixed.
