downloading 10% extra that may not be needed is incredibly wasteful. especially for hi-def content, it could run into many GBs. It would be good if SABnzbd could emulate what newsleecher does, which is
1 auto pause pars > certain size
2 if a fix is required, download the minimum amount of par files that will do the repair
3 repair
4 remove excess pars from queue
if 1-4 is going to be too hard or take too long, just implementing 1 would allow us to only download pars if needed.
I reckon only 20% of my downloads require fixing, so this would be very beneficial.

Yes, SABnzbd only downloads the minimum amount of par files needed for a successful repair.
The par files are only set to not download once a download becomes "active" so that is where your confusion about it comes from.
Currently if a file is not repairable it does not download the extra pars; this will be changed in 0.3.2 so that all available pars are downloaded, so you can try and get extra pars/parts from other sources to repair.
