Is it possible to change base URL?
Right now it's /sabnzbd would like to change it to /sab
base URL changeable?

Why would you need that?
FWIW:
1) if SAB is accessible on http://127.0.0.1:8080/sabnzbd/, the front page is also accessible on http://127.0.0.1:8080/anythingyoutype
2) you can put SABnzbd behind a reverse proxy (like Apache), and then define any name for full access to SABnzbd
