I'm running version 2.3.0 on Windows 10 professional. Tried on both Edge and Firefox.
When running without browser, the unpacking process runs disk utilization and memory to 100%.
When running with either browser, the browser will crash, windows issues a memory full error. Browser runs above 50% with only 1 tab.

Check your connection in Status and Interface settings window.
Use Test Server in Config > Servers.

Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

Just to be sure, disable Direct Unpack in Config Switches.
It can indeed be the case that unrar takes a lot of cpu, this usually doesn't happen because most posters don't compress the files. Buy usually new posters don't know that, so a lot of CPU power is wasted decompressing.
Not sure how the browser affects things, but make sure to set Article Cache not higher than fhe default 450M.
