DL Speed above 3 MB/s very slow computer

As the subject says; If my download speed is above approximately 3 MB/s then my computer is very slow and laggy.
My max download speed is around 8.3 MB/s.
If I leave it un-throttled it will work fine at max speed for about 2-3 minutes with SAB using about 0.5-1% CPU.
Then is starts to lag and SAB's CPU usage goes to 2-4%, not high and the download speed drops to about 5 MB/s.
If I adjust the slider on SAB down to about 3 MB/s things go back to normal usable system with SAB back at 0.5-1% CPU

My old computer did not have this issue, would happily DL all the time at 8.3 MB/s with no lag.

SABnzbd Version 2.3.4
New Computer: i7-7820X - 32 GB RAM - SSD - Windows 10 Pro

Turning off virus software and firewall makes no difference.

Any help would be appreciated, I would really like to be able to download at full speed and still use the computer. :D

That's very odd. That kind of system should not even blink at 8MB/s, it can easily handle 100+MB/s (even my old i5 can do so).
Can you do: https://sabnzbd.org/wiki/faq#freshstart with only 1 server and then download the Linux ISO to the default location. No other settings.
How does it go then?

On your i7, if you visit https://fast.com/, what speed do you get?

That made no difference. but then...

I updated drivers for my network adapter and chipset and it seems to be working great now. 8)
Must be when I installed the drivers something didn't go quite right, because the driver versions were the same. But it is working now so...
