I'm assuming you use SABnzbd 3.0.0 or 3.0.1. If not, do so.
Then:
Make sure SAB is not downloading.
In SABnzbd's upper right corner, click on the wrench symbol ("Status and interface options"), then click on first tab Status, and there click on the Refresh Circled Arrow. SAB will do some calculations.

No wrench/spanner? Oh, are you using the old grey/black/yellow interface called Plush? Then go to http://127.0.0.1:8080/sabnzbd/status/ -> tab Dashboard. Click on "Repeat Test" ... but that does not show the Internet Speed, which we need.
Are you willing and able to switch to new interface called Glitter? If so, you can do that via http://127.0.0.1:8080/sabnzbd/config/general/ -> "Web interface" and in the drop down select "Glitter Default", and then Save Changes. After SAB's restart you should see the Wrench symbol in the upper right corner
(You can always later on switch back to Plush ... but I personally I find Plush old-fashioned)

OK, good: that is about the Internet speed you told (40 Mbps).
Now we have to find why your News speed is only 600KB/s (which is about 6 Mbps), so only 1/6 of what you should get: which newsserver do you use? How many connections? SSL or no SSL?
And, what are the measurements in the Wrench symobol for:
CPU speed
Disk speed Incomplete & Complete?

Can you try this: set each newsserver to 20 connections, and try again.

I have the same issue.
7 days ago my DL speeds suddenly dropped from a constant 22MB/s to a meere 2.4MB/s
Running the wrench test I get 28.4MB/s bandwidth and 43.8MB/s DL folder speed.
This is driving me nuts.
running different types of bandwidth checks I get 256/249Mbps. Im paying for a 250/250Mbps line so thats ok.
Using Torrent it speeds up to max.. but with Sabnzbd I cannot get it to go past 2.4MB/s
Im on Giganews since 2006 and never had any issues before.. not with sabnzbd neither.
Any suggestions?

The usual: ISP throttling, router overloading, newsprovider limited, cpu limited, disk speed. You have already ruled out Internet speed and Download folder speed.

Using another nzb DLer I get full speed.. nothing has changed on the setup.. that’s why it’s so weird. Only sabnzbd that stopped DL at full speed
