Why is it failing?
I have this issue on many multi part files.

/home/<USERNAME>/Downloads/extdrive/nzb/incomplete/

"extdrive", so I assume that is an external drive. If so, my first step would be: put Incomplete and Complete on your internal drive, and try again.

If that succeeds, you have found the cause: bad drive.
