You should be able to right click on the folder and change the permissions, i havent used windows in a while though so not 100% how its done.

The permissions are set, everytime i set the permissions on data/ it still says read only, settings.xml says its writable, i've removed inheritable permissions but still nothing.

If settings.xml is writable you should be able to save the settings. Have you manually installed apache and php or are you using a package?

I'm using a package, XAMPP, i know its configure correctly as i've been using hellaVCR for the last month

as nzbVR uses a skin written in HTML5 to enable support for internet explorer ive implemented google chrome frame. i've tested in IE8 and its working great! i will probably make a light skin for nzbVR in the future that will work in all browsers with HTML4 but for now google chrome frame is the answer.
im just installing xampp to hopefully resolve the permission errors!

it seems to work ok for me without me making any changes to the `data` folder. iv pushed some changes to fix the IE issues, it might of solved some of the issues you were seeing. you might want to check if the `data` folder has the read-only setting checked.

I've already pulled the changes, loads up fine in IE now, i'll keep playing with permissions and see what i can get

Confusing news.....
Firefox is still a no go, try to change settings but just get the spinning circle, in IE i can save the settings and settings.xml does update!
In both i can not add a show though, when i type in a show name it starts the spinning circle to show processing but then nothing happens

Thats very weird, iv made another commit which fixed an issue with the series. If its not showing any results when your typing a tv series then you might have a firewall blocking PHP / Apache from access to the web. Unless the show doesnt exist on TVRage!
When you search it should bring up a list of results from tv rage, then when you select one the rest of the fields get enabled.

Bah, i've disabled the firewall just incase but still no change, i can access tvrage fine manually, it also will not search for nzbs manually, i don't know what i've changed as i'm sure that worked earlier!

i've just fixed a bunch of issues related too this, theres another user with the same problem. trying to get to the bottom of it, if you update and clear your browsers cache you might find your issue is resolved.
