SABnzbd is not a file manager.
So yes, a thing like webmin would be useful.
Or setup a share.

It seems my system crashes every now and then and I have no way to confirm that downloads are present other than ssh'ing into directories.
As you have ssh access to the remote system, you can use a file manager (like Nautilus if use Ubuntu too as client) to access the remote file system. See http://linuxers.org/article/how-connect ... le-manager how.
