I am noticing that when I have a NZB in the queue, and one or more parts are no longer on the server, those entries never complete.
Or, I assume the issue is some parts are no longer on the server, because that is what the log says, typically the remaining missing parts are PAR files.
It is not the end of the world if I have to manually delete them, but the impacting issue is that the other entries in the queue are never processed.
E.g. I will add several NZB's, see the bandwidth usage go up, go to sleep, next morning nothing completed, because one entry got stuck, and as soon as I delete that entry, the rest of the queue starts full speed again.
I have seen a few similar issues on the forum, and I tried restarting, and rebuilding the queue, does not solve the problem.
I am running 0.7.9 from GIT on Windows Server 2012.
Any ideas?

Use Test Server in Config > Servers.

Enable +Debug logging in the Status and Interface settings window and share the relevant parts of the log here using [ code ] sections.

First of all, make sure the "only from the top of the queue" option in Config->Switches is off.
That should stop the whole queue from hanging up.
Next, make sure that you have limited retries in Config->Switches and that
"Only for optional servers" below it, is off too.
Other than that, I cannot say I ever observed what you described.

Only from top is off (default)
Maximum retires is 3 (default)

You mean to say that some entries hang in the queue,
while not being overtaken by other entries?

Correct, top entry would be almost done, click on details shows one or more PAR files in queue.
These remaining files never complete, and no network data being consumed.
Many more entries waiting in queue to start downloading, but they are not started.
As soon as I delete the top entry, the rest of the queue starts downloading again.
Stops again at any entry with missing PAR's.
Typically the failing entries have been removed from the server.
I have now enabled "abort jobs that cannot be completed" and "check before download" to see if it helps.
