Sabnzbd Idle

I have recently reinstalled Sabnzbd and NzbDrone after a massive drive failure. I think I set everything up the way it should be, but I am having no luck making things download. Sab seems to stay idle or run at less than 2mb/s when it decides to do anything at all. It seems to be downloading one file at a time currently but I haven't seen it over 1.9MB/s I have tried checking and rechecking settings on both programs and googled everything I can think of, but nothing has remedied the situation. I have been reading and troubleshooting for three days and I think I just need to beg for help now.
I have disabled the firewall and hardwired the ethernet to make sure neither of those was the culprit. I have added more jobs to the queue to see if it was just the files I was fetching, and some are downloading (at 2MB/s or less) while others remain idle. This machine is set up as a media server and only running the two aforementioned programs and Plex, so resources are not the issue. I am assuming the fault is with Sab, but I can't find anything else to change or troubleshoot. Can anyone help me figure out what is wrong?
The computer is a Phenom II x2 550 with 4GB of ram.
