Synology DS1513 => Downloads at 5mb or max 6mb

Hi there,
I got a problem :-)
I always used SABnzbd on my Nas but now for 1 year or so i quit cuz from one day to another my DL speeds dropped from 10mb/s to 5mb or max 6mb.
CPU hasnt much load when downloading, max 35% - thats why I switchted to NZBGET.
But now 1 year later I thought I give SAB a try again but...nothing changed still same!
I dont know whats the reason - does anyone have a clue?
I reinstalled the package completely new - no change....
At work I installed it on DS 716+II NAS => 100mbit down no problem
Anything I could try to boost it again ?
