Had the same issue on Windows 10.
Usage of resources (CPU, memory, network, ...) is low and they never reach 100% (don't even reach 25% !).
I've disabled Switch 'Direct Unpack' (Swithes --> Queues --> Direct Unpack).
Download is now stable (fast), but ... download degrades when a previous download completes and is extracted during the next download.
However you will see that the download is still stable (but much lower).
Seems like Windows has serious multi tasking issues!
My advice ... use Linux! No issue there. Download on Linux is only limited by the throughput of my internet connection (with Direct Unpack enabled).
