Massive drops in bandwidth

This is what my bandwidth looks like, but only with sabnzbd. NZBGet works fine, but it doesn't have the feature set I want.
This server is a wired connection with google fiber gigabit internet.
Troubleshooting steps I've tried.
- Uninstall, reinstall SABNZBD
- Using a different network interface (usb gigabit dongle)
- Testing the same network port with my laptop (works fine)
- Downloading test files. The screenshot above is from the 10gb test file but all downloads are like this.
- Setting a different drive as the download folder
