all downloads since 3.3.1 stop at 99% completion and won't complete

All? In SABnzbd's upper right corner, click on the wrench symbol ("Status and interface options"), then click on first tab Status, and there click on "Test download" 1GB or 10GB. ... what is the result?

And what if you reinstall SABnzbd 3.3.0, or the version that had no stops at 99%?

Can you enable Debug logging in the Status and Interface settings window and then download the test-download again?
After it stops again at 99%, click Show Logging and share the logs with us. You can share them through pastebin or email them at [email protected]
