Lost folder permissions with latest macOS 12.x release

Just updated to latest macOS Catalina 12.x release (21A5522h)
And lost ability to have permissions on any folder/drive. Even if open dialogue to change, there is nothing to select. happens on both 3.31 and 3.41
Can't post log, forum says "New users are not allowed to post links"
PermissionError: [Errno 1] Operation not permitted: '/Volumes/Lacie/incomplete'
