In SABnzbd's upper right corner, click on the wrench symbol ("Status and interface options"), then click on first tab Status, and there click on a test download: 100MB or 1GB ... what is the result?

Wow, with those reference NZB 100MB and 1GB? If so, that is very bad. Try a, additional, different newsserver (as a trial, as block, or something else)
