Speed issues

Hello,
I'm curious if this app is throttling my bandwidth even after I close it. My Steam download speed used to be around 500-700 Mbps, but now it only reaches 95 Mbps. I uninstalled SABnzbd once, but that didn't help. It seems like it might have altered something in my internet configuration. Has anyone else experienced this issue?
