SABnzbd-0.4.0 Beta4 is released

We seem to have an issue with odd-numbered Beta releases.
A nasty bug was discovered quickly by one of the early birds (thank you, Peter_Pan).
Switch managed to fix it real quick.
Release note (see Beta3) plus:
- Postprocessor crashes when no categories set
- Source distribution contained some Win32 binaries.
- Plush fix: changing order/cat/pp/script doesn't reload queue anymore (faster)
