You mean the option isn't set?
In that case SABnzbd will attempt to unpack files, despite a failed download.
You should only set this option off when you have a clever post processing script that handles its own repairs.

The repair fails because you cannot download enough data.

Yes. It was more the fact that it shows as Completed instead of Failed in the history.

If that is intended behaviour thats fine.

Yes, it is intended behaviour.
What isn't very clear is that the option is for special needs only.
We are looking at an options overhaul for a later release.
There are just too many weird options whose only reason of existence is backward compatibility :(

Im not sure why it isn't ticked really. I must have been 'Special needs' at some point!  :-\
