Yes, another idea: what happens when you start up SABnzbd, go to it's webinterface, and add an .NZB via that webinterface. Does that work?
(So: NO clicking on a .NZB)

Check your connection in Status and Interface settings window.

You should just imstall SABnzbd in its standard location.
The c:\users\xxxxxxx\usenet folder was meant as parameter after the -f !!
It helps if you change the properties of the desktop shortcut to
include -f and the folder name.
Associating NZB files is a bit problematic in this situation,
unless you make sure SABnzbd is already running when clicking the first NZB.
The cause is some problem with your user profile, although I
don't know how to fix it.

I was able to find a workaround - not great - but at least it works.
reinstalled sabnzbd in the "regular" place - program files (x86)
modified the shortcut - as you suggested - added "-f ....\sabnzbd...
on initial launch - got the wizard and modified the config/folders as before
it does not associate with the .NZB downloaded files - so I just "upload" them from the UI "add NZB" menu.
i did have a corrupted \APPDATA\ folder in the user account - which I fixed - but it did not correct the .NZB file association

pretty sure you can put the ini in the application's root directory and it'll still work...maybe that'll help?

I tried that as one of the first "fixes" - NO GO.
there must be something wrong with the USER def - even though I checked it and it is an ADMIN USER with full privileges.
i even ran a registry analysis and found a "leftover" empty key for SABNZBD that remains after an uninstall.
i am using the UI "ADD NZB" and it works OK - just a few more clicks.

I am currently getting a similar issue with

Unable to bind to port 8080 on 127.0.0.1. Some other software uses the port or SABNZB is already running. This has happened after upgrading to 3.7 I have tried installing it rebooting and reinstalling 3.7 to no avail.
I have also tried the same thing with 3.6 and again to no avail. Can some please help me trouble shoot it. I have installed anything else to my knowledge that would interfere with the port number.

The error is pretty clear.. Some other software is running on that port.
Maybe an old installation of Sabnzbd?
What if you just go to that port in the browser, what shows up?
